This program is under the Program and Programmatic Support contract. CNTPO is an acquisition program office working directly in support of the Office of the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict (OASD-SO/LIC) through the Deputy Assistant Secretary of Defense for Counter Narcotics and Global Threats (DASD-CN).
26 Jun 2012: Supreme Court Rules on Indian Tribe Contract Support Costs
An article in Federal Contracts Report of June 26, 2012, reports on the Supreme Court decision in Salazar v. Ramah Navajo Center, June 16, 2012. The Court held tha the government must pay Indian Tribes the entire amount of contract support costs incurred while providing services under the Indian Self-Determination and Education Assistance Act, even if Congress capped the total amount of funds that can be expended for those costs. The 5-4 opinion, written by Justice Sotomayor, makes it clear that if the amount Congress appropriated is sufficient to pay in full any individual tribe’s contract support costs, the government must pay the aggregate amount due all the tribes, even if it is more than the amount appropriated, according to the article.
Among the many recent bills introduced on Capital Hill are:
- Veterans Affairs Employee Accountablity Act (H.R. 4481), to direct the Secretary of Veterans Affairs (VA) to ensure that VA employees who violate certain civil laws do not receive bonuses, sponsored by Representatives Phil Roe (R-TN). The bill was heard on June 20, 2012, by the House Committee on Veterans’ Affairs Subcommittee on Oversight and Investigations and was scheduled for markup on June 27, 2012;
- H.R. 6004 would require VA to carve out a preference for local small businesses when awarding construction, maintenance, and services contracts. The legislation was sponsored by Representative Steve Cohen (D-TN) on June 21, 2012, and has been referred to the House Committee on Veterans’ Affairs, and;
- Native Hawaiian HUBZone Opportunity Act of 2012 (H.R. 5729), to amend the Small Business Act to permit Native Hawaiian Organizations to have status as HUBZone small business concerns, and for other purposes, sponsored by Representative Colleen Hanabusa (D-HI). The bill was referred to the House Committee on Small Business and sustained a point of order on an amendment that sought to increase funds for the Native Hawaiian Housing Block Grants program by $13 million on June 27, 2012.

20 Jun 2012: GAO Reports on Defense Acquisition Workforce
The Government Accountability Office (GAO) published a report entitled “Defense Acquistion Workforce: Improved Processes, Guidance, and Planning Needed to Enhance Use of Workforce Development Funds,” GAO-12-747R, June 20, 2012. DoD has identified Defense Acquistion Workforce Development Fund (DAWDF) as a key tool used to address gaps in the acquisition workforce through additional hiring and training initiatives.
29 Jun 2012: McCain Open to Revenue Raisers to Avoid Sequestration
According to an article in Federal Contracts Report of June 26, 2012, Senate Armed Services Committee (SASC) Ranking Member John McCain (R-AZ) said on June 21, 2012, that he is willing to consider “revenue raisers”-interpreted by many as tax hikes-to prevent sequestration of the DoD budget.

29 Jun 2012: Dempsey Maps Sequestration Cuts at Defense
According to an article in Government Executive of June 19, 2012, Chairman of the Joint Chiefs of Staff Martin Dempsey said June 19, 2012, that automatic cuts to DoD’s budget resulting from the sequestration deal struck by the Obama administration and Congress would have to come from military operations, maintenance, training and modernization.
